Hard-coding eight workers will bite us when the pool size changes. Read it from the pool config so the two never drift apart.

Agreed, and the same argument applies to the timeout. A slow region should not silently inherit the default.

I pulled both values into the region config so there is one place to change them. Screenshot of the saturation graph is attached.
